wrong BGP community list name can silently stop FRR from running

Description

FRR supports numbered BGP communitiy lists from 1 to 500, 1-99 as Standard and 100-500 for Expanded.
If you create a community with name consisting of numbers only, namely 501 and higher, it would be created but it will prevent frr from running without any system logs present, even if BGP is not enabled.
It might be beneficial to put a value check on community name for numbered communities.
