Static DHCP Binding not working and DHCP Leases not showing with 24.11 Release

Description
Static DHCP leases show up in DHCP Leases but that static address is not being provided to the device, instead it just hands out the addresses from the pool.
Also, DHCP Leases does not show any leases.
I fixed the issue by restarting Netgate but after a while the issue has re apeared.
I am using Netgate 8200

The problem is still there.
DHCP lease is provided sometime and other time it is not provided.
Please let me know what information you need and I can provide that.
I have had this problem on Netgate 2100 and Netgate 8200 so it is not hardware specific but on Release 24.11
