Many arpresolve errors in system log for gateways that are down

Description

When a gateway goes down, the system log is filled with messages similar to
Feb 18 08:40:50 kernel arpresolve: can't allocate llinfo for xxx.xxx.xxx.xxx on lagg0.4090

There are 2 messages per second, which is likely due to the default gateway monitoring interval of 500ms.
It looks like these messages are from the kernel when it is unable to handled the monitoring requests from dpinger since the a static route is created to monitor the gateway.

At 2 messages per second, they fill the log, causing useful increased writes to storage and useful information to be lost/buried.

These messages are redundant/not useful since they are a side effect of the gateway monitoring system.
