Description

Config synchronization works even Pfsync is not configured on secondary.
Steps to reproduce:
1. Setup HA between two nodes
2. Verify config sync works
3. Disable pfsync and remove IP peer on secondary
4. Config sync will work
Even reboot or kill states it still will work.

Tested on
25.07.1-RELEASE (amd64)
