Timezone should be synchronized on all utilities

Description
During setup the timzeone is set correctly but some utilities in base do not honor it which creates some problems to correlate logs.
It would be nice to fix this.
It might need setting the tz on php process startup and re-start other utilities.

this only applies when the tz is changed while the system is running, and has always been the case. I've always just suggested people reboot after setting the timezone if they want all the logs on the right timezone. There are lots of running services that would have to be restarted, and people probably wouldn't expect everything on the system to get restarted just by changing the timezone (which would cause an outage for some things in some circumstances) so I'm not sure this should be worked around.
