Daylight savings causes duplicate months in RRD (sometimes)

(moved from cvstrac # 1681, with updated info)

Occasionally there are duplicate months in RRD graphs. It used to always be October (which was 1 hour longer due to DST), and now appears to have switched to November after DST changed to November. Found some info on the rrdtool list:

but why this would be inconsistent if DST was the cause (I have some systems with DST that show this, but many that do not), I do not know.
