Detect IP conflict in the network

- Status changed from New to Closed
already exists. ARP moved from ... to ... messages for hosts on connected networks, and "X is using my IP x.x.x.x" for the firewall's IPs.

Had Wan interface ip conflict was not reported.
Luckily, i noticed it during in bootup messages.
