Checkbox "System->Advanced->Anti-lockout" (Disable webConfigurator anti-lockout rule)
don't affect for spd.conf generation code.
Below vpn.inc:829 line /* Try to prevent people from locking themselves out of webgui. Just in case. */
These automatically generated rules may conflict with some configurations, for example with Proxy Arp Virtual IP subnet.
Workaround:
Because these rules are automatically created only for the primary address of the LAN interface, the user can create additional alias for the resolve of the conflict
