closedTFTP - cannot start or restart from Status -> Services

Description
TFTP package installs fine, and is started upon installation.
However, it cannot be restarted or started after stop, from
the Status -> Services panel.
It appears that stopping TFTP from that panel stops inetd, and
trying to start or restart it there will not start up inetd any more.
The only workaround solution is to force a filter reload
(referenced in https://forum.pfsense.org/index.php?topic=32911.5)
It would be great if the start/restart buttons functioned properly
as expected in the Services -> Status panel.
Issue also seen on pfSense 2.0.3.

Not doable from the package and not a package bug - tftpd used inetd. The only thing doable in the package is removing the service definition altogether from the package (after that, you won't even see whether inetd is running or not so I cannot see how this helps). Please, move this bug out of the packages subproject.
