Description

Reproduction :
1. Enable pfsense-ng theme
2. In your dashboard make traffic graph is enabled
3. Enable some more widgets so scrolling is needed.
4. Scroll up
Result:
toolbar is partially hidden by the traffic graph widget.

This has apparently been fixed in 2.0 (Z-index, iirc) but I need to find and replicate the fix for the package if I can.

I committed fixes for this in 2.0 (it had not been fixed there as I thought) and also for the dashboard package.

It works for me in FF and Opera.
