Description

When changing values in a P2, racoon.conf is not updated. It retains the previously configured setting (for local and remote network at a minimum, likely all values).

To replicate:
create a P1 and P2.
check racoon.conf
change something in the P2
check racoon.conf

Nevermind this. It doesn't update racoon.conf if IPsec is disabled (when it doesn't matter). When IPsec is actually enabled, the P2 is updated.
