Description

Since about 29-May, php-fpm has been apparently blocking. This prevents the webgui from starting up, and also stops the boot when the line "/usr/local/sbin/fcgicli -f /etc/rc.start_packages" is executed in /etc/rc. Killing and restarting the php-fpm process will get things going again, temporarily, until it blocks again.

May also be causing problems with check_reload_status taking 100% CPU.

Lots more details and attempted workarounds are in this 2.2 Feedback thread:
https://forum.pfsense.org/index.php?topic=77601.0

Please ask if you need more details, but it's easily reproducible in any snapshot in the last 4 days or so.

Given that this is a showstopper bug, I feel it should be given a high priority.
