While creating the first ACL in "Groups ACL" for squidGuard package the following message is shown in the "Order" field description:
Warning: Invalid argument supplied for foreach() in /usr/local/www/pkg_edit.php on line 570
Select the new position for this ACL item. ACLs are evaluated on a first-match source basis.
[...]
And a empty selector for the order.
It will be nice if it will be checked before if this is the first rule rto avoid the invalid argument error.
Verified for pfSense 2.1.3 with squidGuard 1.4_4 pkg v.1.9.6

Old report and no recent recurrences. Lots of things in this area have changed, so most likely it's either fixed no longer relevant.
