closedBrowser Page Refresh After CA Creation Creates Duplicate CA

Description
Issue: After creating an internal CA, refreshing/reloading the browser page immediately after creation causes the CA to be duplicated. Repeating the page reload causes additional duplicate CA's to be created. Moving away to another link and then back to the Cert Manager page (System > Cert Manager) shows the duplicate CA's are retained.
Platform: pfSense 2.1.5 ; amd64 version ; Windows 7 Home SP1 ; Chrome browser (ver. 37.0.2062.124 m)
Steps to Reproduce:
1. Login to pfSense 2.1.5
2. Navigate to System > Cert Manager
3. Page title should read, "System: Certificate Authority Manager"
4. Select CA tab if not already selected
5. Ensure there are no pre-existing CA certificates (I tested from a starting point of no certs present)
6. Create a new internal CA. Fill in the blanks, using default Key Length, Digital Algorithm, and Lifetime, Country Code US. common name "internal-ca"
7. Click 'Save' button
8. You should now be looking at the "System: Certificate Authority Manager" page, and you will see the CA you just created.
9. Click your Web browser's refresh button
10. Result: you now see your CA and a duplicate of it. You may need to accept a content re-submission form prompt from your browser. If you get that prompt, accept it.
Additional Information:
- Also tested on IE version 11.0.9600.17280 with same result
- Tested logging out of pfSense and back in, and dup CA's remain
