test 2.2 upgrade scenarios

Description
I need to go through and verify a variety of upgrade scenarios.
Only issue I've seen recently is where you have the watchdog on racoon it appears to go nuts post-upgrade, need to check into that one further. Several scenarios that need more testing.

aside from things that have bugs open, and things that can't be tested because of other open bugs, this seems fine. Several circumstances that can't be tested until other issues are fixed.

Aside from issues that have other tickets, I'm satisfied here. Been through a number of test upgrades with varying configs which worked fine aside from a small number of things noted elsewhere, mostly already fixed.
