Description

CP is leaking resources on reload of rules or while reconfiguration.

This will show itself as pipes exhausted when reloading/restarting.
It will also take a bit but the rules will show as not available or inserting on same number.

The second one is more rare since mostly it is used for passthrough mac entries all others use tables.
