Description

If you have a VLAN parent interface assigned, and delete it, the VLANs on that interface stop functioning until an ifconfig down/up is run on the parent interface (at which point they immediately start working).

Ticket #471. Bring up the removed/unassigned interface correctly if it is parent to other interfaces, as vlans.
