Unplugging WAN does not failover LAN

Description

Hi,

I followed the guides on the pfsense portal and also the pfsense Gold book.

Using 2.2.3, at the testing stage, if I pull the power from the primary, it fails over to the secondary correctly.
However, if I pull the WAN cable out, only the WAN fails over. The LAN remains with the primary so traffic stops.
The same applies if I only unplug the LAN. The WAN remains with the primary.

Looking all over Google, I found nothing to help apart from the fact that preempt is hardcoded and enabled, but it doesnt seem to work.

I was recommended on ##pfsense to downgrade to 2.1.5 before paying for support.

In 2.1.5, if I pull the WAN cable, both WAN and LAN move to the secondary server, correctly.

This seems to be a bug in 2.2.3.
