Cannot add new widget to dashboard

Description
This feature looks like it has never been implemented.
It should be possible to click a widget name in the "Available Widgets" pane to add it to the dashboard.
- Status changed from New to Confirmed
- Assignee set to Anonymous
- Status changed from Confirmed to Closed
Basic "add widget" functionality provided via jQuery and named anchors. Widgets are added immediately on clicking the widget name. (We could add a "Do you really want to . . " dialog, but it seems unnecessary.
"Available widgets" panel is un-collapsed on page load. Again this could be changed, but I think it is reasonable like this for now.
