Need to Re-Download Blacklist every-time I restart the box

I have been facing this issue since I don't know when. I am currently on version 2.2.4-RELEASE (amd64), supposedly the latest version but this has been happening for a while! I restarted my box after a few days (65 to be exact).
I suppose the machine build is not of concern here but please do let me know if you'd like to know the build.
The problem I'm running into is related to SquidGuard and do also let me know if this is not the right place to post this report. The problem is every time I restart the box the "Proxy Server Service" does not start on machine restart. As a workaround I found that the Blacklist page is the culprit. I have "http://www.shallalist.de/Downloads/shallalist.tar.gz" as the blacklist update configured. I need to re "Download" the blacklist file to get the service restarted successfully.
Is this by design or is my configuration the issue or is this a bug?
I hope I am not wasting your time by filing this report here. Please do guide me to the right list if you feel this belongs somewhere else.

If you configured your /var to reside on ramdisk, kindly undo this. If you are on nanobsd, all I can say is that this package just should not be available there at all.
Pretty much a duplicate of https://redmine.pfsense.org/issues/4608 AFAICT.
