No error when downloading non-existing file on Diagnostics/Execute

Description
There is no error message when trying to download a files that does not exist in the "Download file" section on the Diagnostics/Execute page. The page functions properly it is just confusing since I would expect some error message if the file does not exist.
Same thing happens when you hit "Upload" but don't actually select a file, it just reloads the page, but now I might just be nit picking :)
