Available widgets icon, the plus symbol (+), has gone missing from the dashboard title bar.

Do not generate empty tags if there is no link.

The save icon is displayed via jquery overwriting the second to last list element. index.php: line: 492

Now that empty list elements are no longer being generated the available widgets icon has become the second to last list element and thus being overwritten by the save icon.
