Agree - this was broken by https://github.com/bsdperimeter/pfsense/commit/c9ba2f8a92b0e18b891af2049436d4a3a505f9d9
I had to disable all rules with limiters for now. The problems in the forum thread are real.

Commits of 23 Oct 2012 have fixed this - both data entry form for limiters and code that implements them are working.
