Can no longer move multiple firewall rules simultaneously

Description
firewall_rules.php used to have a "move here" button like vpn_ipsec.php added in 2.3. Currently there isn't a way to move multiple rules at the same time. In a number of more complicated configs, that's a painful regression in functionality.
If it's reasonably easy to add that back, so you can select multiple rules, then click an anchor like vpn_ipsec.php to "move here", let's bring that back. If that's not easily doable for some reason, we'll push it to future.

Multiple rules may now be moved by clicking them to select, then clicking the anchor icon at the location you want the rules moved to.
This has been implemented in Javascript so it is very fast, does not require a page reload, and is compatible with both the drag/drop method and the separator bars.
