Description
NAT disable and firewall disable use two different visual techniques. Would be nice if they matched.

What do you mean by "two different visual techniques"?

On the NAT disable you use a checkbox on the left hand side
For firewall rules it looks like you have both the check on the left hand side as well as the Circle with the line through it on the right side, second from the right.
I personally like the way you are doing it with NAT with the item being easy to check without accidentally clicking on something else like the delete trash can.

The NAT page(s) have more columns, hence slightly less room for icons. For that reason we don't display a second "disable" icon in the actions column.
Of course it would be possible to remove the circle-bar icon from the firewall rules page, but I'm not sure it is worth removing functionality for such a trivial matter.
