Description
This has happened with several installs now. I am a user not a programmer but I think I found the problem.
On new 2.3 amd64 Release installs (one was just this morn) and earlier I had this issue. The fix was to go to
System/Routing/Gateways/Edit/Advanced and change the Data Payload from its default 0 to 1. Don't know why the default is 0 as it makes no sense and you can't reselect 0 with the value up/down arrows.
This immediately makes the Dashboard Gateway widget show the correct status.

that's a bug in something upstream on your network (probably a modem), not in anything we can control. Payload isn't strictly necessary and is a waste of bandwidth for most.
