Description

Every 1% re-sync creates a notice (and an email alert if configured as such).

Suggest re-sync start, re-sync error (if it occurs) and re-sync complete notifications.

There was some recent work on notifications that may help here, but some people may need to know about this progress, especially if it's happening unusually slowly.

Try it again on a 2.5.0 snapshot and if it's still generating too many notifications, maybe it can be revisited. There might also be another open issue I'm not seeing right now for a similar adjustment. I recall discussing it with someone not too long ago.

The change I was thinking of hasn't been merged yet. It's in #9256 which has a pending PR to help - This can still remain closed as the other issue is already associated with the PR.
