Custom widget preference settings per user

Description
The ability to save custom dashboard widget layout and various other custom GUI preferences on a per user basis was added by Redmine feature 6388 and pull request 3018.
Now it would be good to be able to save widget settings on a per user basis - e.g. Gateways widget has a preference as to which monitor IP to display.
Proposed code is in pull request https://github.com/pfsense/pfsense/pull/3088
It makes the following widgets know how to save their settings on a per user basis:
Gateways
Firewall Log
Picture
RSS
Services Status
Thermal Sensors
Traffic Grpahs

This will need a target version set so that it will appear in release notes some time. Not sure what you guys are going to do about it, it is in RELENG_2_3 (but not RELENG_2_3_2) so would naturally come out in 2.3.3 release (assuming that happens some day). Because of the end of 32-bit from 2.4, there might be a 2.3.3 for 32-bit only some day and a 2.4 for 64-bit - in that case this sort of stuff would be first released in both 2.4 and 2.3.3. So you can work out the system for how to deal with that administratively:)
