XMLRPC lock in backup node if offline

Description

I have 2 Netgate SG-4860 installed with pfsense v. 2.3.2_1, with 1 carp vip on wan. The backup machine, however, remains constantly offline, because I have only one public IP address configured on carp vip (ip on the wan interfaces are private). When sending the synchronization from the master to the backup, after some time crashes and I'm forced to restart php-fpm service because XMLRPC lock. I noticed that if the backup machine is online, the problem is solved, but to do that I need another public ip. I think that the backup machine should enter into a standby state to avoid the accumulation processes that attempt to connect to the internet.
On the backup machine I have disabled automatic updates and removing widgets. Solutions?

That is not a supported configuration, in part due to the issues you have noted. Without connectivity for the secondary, a number of things can fail. The type of configuration you are using can only function properly on WANs or LANs, not the primary/default WAN.
