haproxy, allow to generate backends even they don't seem to be used

Description
I try to use my backends with custom action "use_backend bk_%[hdr(host)]" in the frontend.
The problem is, because the use of the backend isn't recognized by haproxy, the backend is not included in the generated config.
Not sure if I missed any possibility to force the backend config to be generated, but if not, would be great to have at least a "force config" checkbox on the backend to generate the config even it is not recognized as used by haproxy.

just a side note: I didn't get it to work, having this action at the bottom of all actions in the generated configuration of the frontend. It is at the bottom in the GUI but always at the top of all "use_backend" directives. rearrange in the GUI doesn't seem to have any impact at this. Let me know if you need another issue for this.
