Delete allowed hostname/ip doesn't work if captive portal is not enabled.

Description

I noticed in a captive portal zone you can add new allowed hostnames and allowed IP's while the captive portal zone is not enabled.

If you try and delete one of them nothing will happen. You have to first enable the zone to be able to delete these allowed hostnames or IPs.

It seems there should either be a message saying you need to enable the zone before you can delete allowed hostnames and IP's or it should allow you to delete them if the zone is not enabled.

On 2.4.4.a.20180707.0234, works as expected. Allowed IPs and Hostnames can be deleted successfully without the zone enabled.
