For SquidGuard in "Common ACL" menu "Target Rules List" "access" option always stays with default value '---' for my Target category

Description

I tried on 2.4.4-DEV 20180801 and 20180805 with the same result

I created Target Category "BlockSomeSites", then in Common ACL menu I chose "Deny" action for my category
and "Allow" for 'Default access[all]' but after pressing "Save" "access" option for my category was again with default value '---'.
Anyway my "BlockSomeSites" works and sites from this list are not available.
Screenshots are attached.

On 2.4.3_p1 I didn't see this issue: after choosing "Deny" action for my Target category and pressing "Save", "access" option for my category was "Deny" as it has to be.

Also, I found that when I chose "Deny" for my category and pressed "Save", I had "Target Rules": "!BlockSomeSites all" (see 'common_acl_target_rules_list_after_save.PNG'). After that I changed another option into "Common ACL" menu (Redirect mode) and pressed "Save", and then I had "Target Rules":"all" and SquidGuard stopped blocking my sites.
