WebGUI option toggles that need nginx restart are not triggering when disabled

Description
Some of the option GUI toggles like the WebGUI redirect are supposed to trigger a restart of nginx when they change. However, this does not appear to be happening when they are changed from checked->unchecked, only when changing from unchecked->checked.
To me, I have a fix.

Tested on 2.4.5.a.20181109.1326, works as expected.
