This should be fixed in snapshots after Oct 3.

Similar behavior observed in 02-Nov-2010 (embedded) snapshot. To reproduce:
  1. Connect LAN. (May not be necessary, but not tested without LAN connection.)
  2. Connect WAN, configured for DHCP, to network that will not issue a DHCP address.
  3. Boot router. LAN and WAN ports will both go inactive.
  4. Disconnect LAN and WAN connections.
  5. Wait (10 seconds?)
  6. Reconnect LAN. Router will complete boot.

Confirmed fixed in Mon Nov 15 17:03:26 EST 2010 firmware version.
