MENU: System -> User Manager Inconsistent Behavior

Description

When I'm logged in as admin, the System -> User Manager menu takes me to /system_usermanager.php, but when I log in as another user that is a member of the admin group, the System -> User Manager menu takes me to /system_usermanager_passwordmg.php. I can type /system_usermanager.php to go to the /system_usermanager.php page, but the System -> User Manager menu should take me there and not to /system_usermanager_passwordmg.php.
