Description

Would be useful to also allow for certificates without a key to be created/managed in the cert admin tool.

E.g. when the key is actually kept on a chipcard of Yubico dongle. As right now it insist on a key (which AFAIK are only used in the third party key/pkcs12/OpenVPN profile export tool)
