Fix lineup of copyright lines
and module names and other bits of formatting and typos in headercomment sections.

Add a script to rewrite the resolv.conf file for dns configuration. This is one part of Ticket #838 to allow sending an event for rewriting resolv.conf on down event from ppp type interfaces.
