Load needed modules, we no longer requires a retarted master port that is hard to sync so each module is loaded seperately.

Bump php working max memory to 32 megabytes

Only allocate 5M to APC cache - the contents of /etc/inc and /usr/local/www
add up to about 4.2M, this should still allow us to cache all our PHP in
shared memory.

Unbreak radius auth

Set implicit_flush = true as well. Now downloading and slow tasks actually update the progress bar, etc in real time.
