Do not call mute_kernel_msgs() it causes havoc.

Backout last commit, the problem still exists when launching filter_configure() later on

On bootup check to see if rc.newwanip is excuting and if so, delay for 5 seconds until it is finished. This works around the silly bug in 1.2.X:
Warning: no access to tty (Inappropriate ioctl for device).
Thus no job control in this shell.

Correct /etc/rc.conf_mount_ro location. Ensure /tmp/ is setup correctly.
