Echo out . in a few places during bootup

Cleanup comments

Alert user what is happening during bootup to fill the void. Now pfSense looks rather snappy during bootup.

Do not run adjkerntz twice

• We are already read/write, no need to invoke php + rw conf mount routines yet again and slow down the bootup process

• We are already read/write, no need to invoke php + rw conf mount routines yet again and slow down the bootup process
• Add more bootup info so that it doesn't look "idle" during bootup
