Turn register_argc_argv on

Now that php is back to normal, back out the extension lines so that they are not loaded twice

Bump php working max memory to 32 megabytes

Only allocate 5M to APC cache - the contents of /etc/inc and /usr/local/www
add up to about 4.2M, this should still allow us to cache all our PHP in
shared memory.

Unbreak radius auth

Set implicit_flush = true as well. Now downloading and slow tasks actually update the progress bar, etc in real time.
