Ping 10 times when bringing tunnel up

Use logger to ensure we are getting sasyncd logs

file_notice(): Return the notice's unique timestamp for future reference.

• Fix close_notice().
• Add print_notice_box.
• get_notices(): Return false if $notices is null.

Since we now reload the filter rules in the background use the file_notice() alert system if we failed to reload the rules
