with the gateway pools anyway, ultimately, the gateway pools need...

touch up text

Get integer value of last config change which might be empty but
prevents parse error. Notably on a alix or wrap on first install.

Admin automatically defaults to the admin groups. Do not worry about
lack of group being sent.

Remove static route on deletion

If the Interface is not WAN remove static route on change

Fix braindead vlan creation procedures.
Now we do not need to go through all vlans just to delete/create one of them.
