``radvd`` only responds to the first Router Solicitation received after each multicast Router Advertisement

Description

I've noticed that radvd will only respond to the first Router Solicitation received by the router after a multicast Router Advertisement has been sent. I have attached a debug log from radvd and a packet capture taken on the router showing RS packets being received from a few clients and the RA packets sent by radvd. Interestingly, it almost looks like maybe the RS packets are being dropped by the kernel because there is no logging message indicating the RS packets are being received or processed by radvd.
