Description

pkg 1.13.x updated metadata version to 2. There is a bug on poudriere where package repositores are created with meta version 2 and older pkg binary can't read it.

Move 2.4.5 and 2.5.0 to 1.13.x now and as soon as 2.4.5 is released we won't have any supported branches running older versions

Already changed to 1.13 on 2.5.0 snapshots and added necessary code on pfSense-upgrade to detect change to metaversion 2 and force a pkg bootstrap
