This doesn't seem to be up to date; for example "Down" is no longer an advanced configuration option. Reading through various bug reports, I think this could be related to the replacement of aPinger with dPinger, but I could be wrong.
It seems that it flags as "down" when it reaches the high watermark for packet loss, but the terminology is inconsistent vs the gateway groups configuration and needs to be better explained
