Trying to upgrade packages hangs at "Please wait while the update system initializes"

Description

From the latest stable version trying to upgrade any package leads to "Please wait while the update system initializes".
The System hangs there forever. No upgrade will be applied.

Trying the very same from commandline gives the very same result. Seems any upgrade to hang after it installed a package then restarted it (squid and others).

Most likely the same as #10610 (though the bug mentions FRR specifically, it affects multiple packages)
