If a large (tens of thousands of entries) DHCP failover scope is configured, it exhausts PHP's memory limit and breaks things.

It's the lease cleanup/deletion code that's using too much memory, it looks like. I suppose that could do a size check beforehand and end gracefully if it doesn't have room to run.
