Client mode OpenVPN gateways sometimes not added to apinger

Description

At times, unknown how to replicate for sure, OpenVPN gateways disappear from the apinger.conf and hence apinger.status, leaving the gateway's status showing "Gathering data". In one scenario, restarting the OpenVPN client instance made it re-appear. It seems possibly it happens when the client reconnects after losing connectivity with the server for some period of time (didn't have time at the moment to fully test that).

This also happens on my wimax interface periodically when it does not have carrier (unplugged). It will randomly say "Gathering data" when it should just say its down.

the main issue here is fixed. the remaining is just that it shows "Gathering data" on AJAX reloads only (status page is correct, initial load on dashboard is correct) when an interface doesn't have link. That's probably not worth fixing when it's of no real impact, we don't want to risk regressions at this point, and apinger may go away post-2.0.
