pfSense 2.5.1 multi-WAN accepts inbound traffic only on default gatway

Description

Before upgrade to 2.5.1, a dual-WAN device did accept inbound IPv4 traffic on both WAN connections according to NAT and firewall rules. After upgrading to 2.5.1, inbound traffic does work only on the default gateway. On the other WAN connection, inbound traffic does either not come through or gets delayed/chopped/degraded.
